Your Ventriloquist character is a expression of you, may it be good or evil that character is a part of you... some Ventriloquist dummies can be a image a Ventriloquist dream to be such as a handsome boy or a sexy girl, or a senior citizen or a different ethnic group. The Ventriloquist can dream up anything that so desire in the art of ventriloquism. They share temples the Ventriloquist and the Ventriloquist character. Your creations of characters should take time to grow and develop, Edgar Bergen himself said Mortimer snerd his second creation was ten years later after Charlie McCarthy his first creation...
Taking a look at Ventriloquist Willie Tyler and Lester that this creation of Willie Tyler was the only one but did have a body double of Lester that surprised fans of Willie Tyler and Lester. 
As a original artist of Ventriloquism you must remember that your Ventriloquist characters are going to be written about and they are going to be taken photos of, some human beings may even fall in love with your creations and some people might even grow up with your creations so on a serious note be very wise before you create your creature, let me mention the creation of Charlie McCarthy puzzled family members and the Creator..be very careful before breath life into your creation and underline the word ...........👉' AUTHORITY FIGURE' yes that's you the Ventriloquist..I remember my first time witnessing the Ventriloquist act of  Otto and George this creation was so out of control the joke was on the authority figure, understand I get the joke and most of the adults that understand a Ventriloquist act get the joke and if you don't get the joke that most interviewers that interviewed Otto and George did not understand, I will explain the joke of the very outrageous Ventriloquist comedy act of Otto and George, in a Ventriloquist act there's a straight man and a comedian, the straight man is the serious person and the dummy is the comedian, the straight man has the serious lines and the comedian or dummy get the funny lines but what is most important the straight man is the authority figure such as a boss or a parent but in this Ventriloquist act the authority figure fights to get control of the situation but fails every time, it's like a parent and toddler with the terrible two's it's a funny site to watch, I have seen reporters try to give a report review about the Otto and George Ventriloquist act but they can't maintain from laughing out loud. 
Edgar Bergen had to apologize many times for his creature Charlie McCarthy.. if you believe in character development then don't be surprised by the outcome. 
Character development is a process, it is progressing that you can not silence or destroy with out destroying the Creator..so think twice about character development yes you can create a Ventriloquist character with out Character development.. how? character development is bonding with a particular Ventriloquist character, if you don't bond then there is no soul connection. 

Sticking to a script will help you avoid character development, memorize content and materials will help you avoid character development, performing with more than one puppet or dummy or Ventriloquial figures will help avoid character development.. practice with out a Ventriloquist figure will help avoid character development. 

Creative writing may develop a unseen character but this would be a fictional character not quite with a body such as a Ventriloquist dummy or puppet.. now the thing about creative writing is that a very skilled actor can create character development then bring that is written to life. 

When you are dealing on this subject of Creator and creature you are dealing with phycology.. Charlie McCarthy went past the mind of the Creator even the world was "convinced".. there's recorded information family members calling Charlie McCarthy a huge successful creation.. and many famous people puzzled by this creation, at this time of writing I am looking at my wall with a Edgar Bergen and Charlie McCarthy photo with amazement just thinking 🤔 BROVO!! 👏
