What is a voice..a voice is a identity... a voice is communication. 
In the art of ventriloquism a voice is misdirection, in ventriloquism a voice is a sound. 
some ventriloquism teachers will have the students learn lip control first before creating a Ventriloquist character voice.. but the rkpshows school of ventriloquism suggest learning Ventriloquist character voice first before learning lip control because when you practice lip control with your Ventriloquist character you have the character voice that will separate the two identity between the Ventriloquist and the dummy and you will see when you speak with lip control while operating the Ventriloquist character mouth that the voice of the dummy seem to be speaking, once you give your dummy a chosen voice, you need to make sure that voice stays with that dummy, meaning the voice you create for a particular dummy is that dummy identity, for example a boy name Jerry, it looks like Jerry, it sounds like Jerry it's Jerry,..

Some Ventriloquists are basic when it comes to creating Ventriloquist character voices but let me mention here that your Ventriloquist character voice or dummy can sound like anything you can imagine, I mean you can create the weirdest voice for your Ventriloquist dummy but the most important thing is that it's different from your very own voice, your own voice should stay normal as it is, but your dummy voice doesn't need to be normal..I have had some fun with creating Ventriloquist character voices..I once created a little girl Ventriloquist dummy that would whisper when speaking to me then all of a sudden she started screaming and yelling at me then returned back to whispering to me the audience would be on the floor laughing, I had another Ventriloquist character named Sutter box Junior it takes him five minutes to say goo goo goo good MORNING! Ventriloquist character voices can be used for comedy. 

In the art of ventriloquism voices will let the audience know where to look for the sound this means when the Ventriloquist lips are not moving and the identity of the dummy has been introduced to the audience, the dummy lips are moving, so the audience brain will register " it looks like Jerry, it sounds like Jerry, it's Jerry.. now what would be confusing is Ventriloquist and dummy sounding exactly alike and that is weakness for the illusion and that defeats the purpose of Ventriloquism meaning your audience will not"believe", not believe what? Believe that the dummy is talking, or believe that the dummy is alive or a person separate from you..
in a situation of voice and lip control: it would be better to have no lip control with a dummy that have a voice different from yours, this is why it's wise to create a voice for your Ventriloquist character before learning lip control but it's your choice. 

Don't be afraid to experiment with Ventriloquist character voices or voices for your puppets.. it's nothing wrong with a Ventriloquist dummy that talks like the famous cartoon characters betty boop or Popeye the sailor man, if you can do imitation voices of famous cartoon characters use some of those imitation voices for your puppets and dummies but remember your Ventriloquist character may sound like betty boop but your Ventriloquist character has it's own creation of the betty boop voice or Popeye the sailor man voice, unless you the creator are using the actual image of betty boop or Popeye the sailor man this means that you use a Ventriloquist dummy that looks like the famous cartoon characters betty boop or Popeye the sailor man bring the audience to " it looks like Jerry, it sounds like Jerry, it's Jerry, so if you are imitating the famous cartoon character betty boop voice while using a betty boop puppet this is not a original Ventriloquist act this would be called a theme act, but again using your own Ventriloquist puppet with voice imitating of other famous voice characters would be your own Ventriloquist act not a theme act.. some real human beings sound exactly alike but they are totally different people...so if you like you can create "weird"    "strange"  "funny"  voices for your Ventriloquist characters, dummies and puppets.

Don't be afraid to πŸ§ͺ πŸ₯Ό EXPERIMENT!!!  don't be afraid to have FUN!  with creating Ventriloquist puppet voices. 

It's okay if your Ventriloquist dummy talk funny or sound silly, or even fall asleep in the middle of their sentences this would work good with a senior citizen Ventriloquist puppet... another wonderful voice illusion is when the Ventriloquist is talking the Ventriloquist character interrupting the Ventriloquist speech with their own speech, this illusion jerks the audience brain and eyes and ears in another direction, it takes practice but it's a quick voice throwing illusion..
